This development, reported by AlArabiya and the Associated Press (AP), forms part of Saudi Arabia’s intensified effort to prevent overcrowding and maintain public safety during the sacred ritual.
Permit or No Entry
The Saudi Interior Ministry revealed that both foreign nationals and Saudi residents attempting to perform Hajj without permits were affected by the crackdown. Officials stated that violators faced:

Additionally, over 23,000 residents were fined for breaking Hajj rules, and 400 Hajj service providers had their licenses revoked.
Strict Monitoring in Mecca
During a press briefing in Mecca, officials emphasized zero tolerance for disobedience.
Lieutenant General Mohammed al-Omari declared, “The pilgrim is in our sight, and anyone who disobeys is in our hands.”
Saudi law mandates that only those with official Hajj permits are allowed to perform the pilgrimage—even if they live in Mecca year-round.
Heat and Safety Concerns
The enforcement is partially driven by last year’s tragedy, where many who died due to extreme summer heat were found to be unregistered pilgrims.
